Durov allowed to temporarily leave France

As of today, March 15, 2025, #Pavel Durov, the founder of #Telegram, has been allowed to leave #France temporarily. Recent reports indicate that French authorities have permitted him to depart the country for "several weeks," with sources suggesting he has traveled to Dubai. This follows a period of judicial supervision and a travel ban imposed after his arrest in August 2024, when he was charged with multiple offenses related to alleged criminal activities on Telegram. While he was previously restricted from leaving France until at least March 31, 2025, this temporary permission marks a loosening of those conditions. However, it remains unclear whether this is a permanent change or if he must return to France afterward, as his legal case is still ongoing and may not reach court until 2026.

Nicolas Lerner, the head of #Franceโ€™s foreign intelligence โ€” who asked me to silence conservative voices on Telegram in #Romania ahead of its elections (and later tried to deny it) โ€” visited Romania just two days before the vote, official sources told journalist tuca_ro

โ€œWe will do everything on the ground to ensure that the next Romanian president is pro-European,โ€ said Macronโ€™s closest ally and key party member Valรฉrie Hayer to France Info on May 10, 2025. So what did the head of French intelligence do in Romania a few days after this promise?

Telegram Set to Raise $1.5 Billion in Bond Sale Amid CEOโ€™s Legal Troubles

โ€ข Telegram is raising $1.5B in bonds
โ€ข Investors like BlackRock, Citadel & Mubadala are backing the deal
โ€ข 9% yield, convertible to shares if Telegram ever IPOs
โ€ข Funds will repay 2021 debt maturing next March

Telegram is booming :

- ๐Ÿ“‡ 1B monthly users

- โ†—๏ธ $540M profit in 2024 on $1.4B revenue

-๐Ÿ“ˆ Projected $700M+ profit on $2B revenue in 2025

- โญ15M paid subscribers, doubled in a year

#Telegram is set to raise at least $1.5 billion in a new five-year bond issue on Wednesday, despite its CEO Pavel Durov facing preliminary criminal charges in France for allegedly failing to assist authorities in tackling illegal content on the platform. Telegram and Durov deny the claims, asserting full cooperation with lawful requests.

The bond, offering a 9% yield, will help Telegram buy back debt from its 2021 bond issue maturing in March 2026. Investors include existing bondholders like BlackRock and Mubadala, with new support from hedge fund Citadel and others. The bond offers a convertible option into shares in case of an IPOโ€”though such a move appears unlikely soon due to legal and market conditions.

Despite Durovโ€™s travel restrictionsโ€”he remains in #France and was denied permission to visit the U.S.โ€”Telegramโ€™s growth continues. The app reached 1 billion monthly active users in March and now has 15 million paid subscribers, double the previous year.

Telegram posted a 2024 profit of $540 million on $1.4 billion revenue, rebounding from a $173 million loss in 2023. For 2025, it projects over $700 million profit on $2 billion revenue, thanks to monetization strategies like ads, digital in-app purchases, and developer partnerships.

โ€œWe complied with all the binding legal requests we received. So up until this day, we donโ€™t understand what we did wrong,โ€

-Durov

Telegram's strong financials and user growth are keeping investors confidentโ€”even as legal uncertainty clouds its leadership.
