欧盟据报道正在调查消息应用 Telegram 在当地的用户规模。Telegram 自称该应用在欧盟地区只有 4100 万用户，而根据欧盟的 Digital Services Act(DSA)监管法律，欧盟用户规模超过 4500 万的平台被视为是 VLOP（超大型在线平台），将面临更严格的监管。欧盟监管机构怀疑当地用户数远不止 4100 万。爱沙尼亚总理 Kaja Kallas 认为 Telegram 应被归类为 VLOP，与 Facebook 和 X 类似。如果 Telegram 被归类为 VLOP，那么它可能需要对其服务托管的内容承担责任。Telegram 被俄罗斯广泛用于传播虚假信息和其它宣传信息，已故瓦格纳集团领导人 Yevgeny Prigozhin 就是通过 Telegram 发表反俄声明。
